The meeting was called to order by Acting Chairman Woods in the Council Chambers of the Municipal Building at 4:00 p.m.

Item #1: Review and Approve Preliminary Certified Survey Map Creating Two (2) Lots on Banker Road (Extra-Territorial).
Jeff Woods said the two parcels are on Banker Road, about half-way between the Highway 26 Bypass and Kiesling Road. The R-2 zoning was approved in 1976, but no survey work was done. The R-2 zoning is for residential that is not serviced by public sewers. The parcels are within our extra-territorial review area, but outside of our Urban Service Area. Our current Master Plan designates this area as rural preservation. The proposed Comprehensive Plan has the area as agricultural/rural, which is for agricultural uses, farmsteads and very limited rural housing as allowed under the farmland preservation policies of Jefferson County. Water and sewer service would need to be extended from the development in the northwest quadrant.
When asked by Cwmn. Behrens, Jeff Woods estimated it might be 15 to 20 years before utilities would be available for these parcels.
Item #2: Review and Approve Site Plan for Building Addition at Beautiful Beginnings Daycare and Preschool, 1255 Talcott Street.
Jeff Woods said the parcel is zoned R-3, Multi-Family, and a conditional use permit was previously approved for this business at this location. The lot coverage meets the Code requirements: building coverage at 18% with a Code maximum of 35%; building and parking at 49% with a Code maximum of 70%; and 51% greenspace with a Code minimum of 30%. The setbacks are met. No new signage and only exit lighting at the doors are proposed. Six new trees and shrubs will be planted. The design will match the existing with metal siding and roofing, and brick on the lower level. The plan will add five parking stalls, bringing the total to 29, with two handicapped stalls. The only concerns raised during the review is the existing water lateral might go under the addition, and if the existing 1" water lateral would be sufficient for the additional demand.
Pete Weston, of Design Alliance, said they had investigated the location of the existing lateral and felt the addition would miss it. Pete Weston also asked if it would be possible to show the additional five parking stalls but to not build them until they are needed and leave it as greenspace for now. Kim Dahnert, of Beautiful Beginnings Daycare, said there are currently 14 teachers and they are looking at hiring four more. If additional parking is needed, they could use the street. Cwmn. Behrens said she would not like to see employees parking on the street; they need to park on the parcel. Pete Weston said the additional stalls will be constructed.
Cwmn. Behrens asked if additional landscaping could be planted to screen the new lot. Brian Juarez said the lot is less than six stalls, so we can't require any additional, but we can ask. Kim Dahnert said they would look into adding more landscaping.
Motion by Dennis Rybicke, seconded by Cwmn. Behrens, to approve the site plan for the building addition at Beautiful Beginnings Daycare and Preschool, 1255 Talcott Street. The motion passed by a 5-0 voice vote.
Item #3: Approval of Minutes and Adjournment.
A motion to approve the Minutes of the March 25, 2008 meeting was made by Dennis Rybicke, seconded by Dean Brown, and passed by a 5-0 voice vote. A motion to adjourn was made by Bill Camplin, seconded by Cwmn. Behrens, and passed by a 5-0 voice vote. The meeting adjourned at 4:17 p.m.
